This is a group of three, new locks for Rifkin bank security bags.
While we don't know if they were manufactured by Arcolock, they are nearly identical to the Arcolock pictured on the bag in the photo.
The locks come with keys and both locks and keys were made in the USA. The locks are keyed different and each one has two keys.
