Information from my friend an ex telephone engineer, indicates that these were used in the central office. I wont pretend to understand his explanation of what they were used for.
They are a Socket for Class 67 Relays; 4PDT solder terminal.
These are gold plated on both the wire side of the relay socket and the pin side .
